Shirley focuses on the Walmart Women in Factories program, which provides skills training for female supervisors and potential leaders.
Previously, as one of BSR’s first China-based staff members, Shirley was responsible for key aspects of the China Training Institute, including curriculum design, training delivery, project evaluation, and stakeholder engagement. She also advised member companies such as Gap, HP, and Levi Strauss & Co. on their operations in China. Additionally, Shirley was integral in the implementation of BSR HERproject in China and Vietnam.
Prior to BSR, Shirley was the senior compliance officer for PVH Corp. She conducted hundreds of factory audits in the garment, footwear, and electronics industries in China, which gave her a deep understanding of capacity-building opportunities for factory managers and migrant workers. She speaks Mandarin, English, and Cantonese.
Shirley has a B.A. in English Language Education from the University of Science and Technology of Suzhou and a Masters of Education in Adult Education and Community Development from the University of Toronto.
